Dr. and Mrs. Ruben Conner
Operation Relief Center, Inc. (ORC) is a 501 (c) (3) nonprofit community-based organization, which evolved from the social outreach programs of the Urban Evangelical Mission (UEM) founded by Dr. and Mrs. Ruben Conner in 1987. ORC received its nonprofit status in 1991. The Conner’s vision was to reverse the trend of disinvestments and abandonment and to empower the citizens of South Dallas. This is accomplished through education, social, spiritual, and economic development programs.

Since its inception, ORC has provided relief to thousands of victims in the cycle of poverty through its service programs. These programs include the following:
  • Emergency rental and utility assistance;
  • Men of Nehemiah;
  • After School Program;
  • Summer Camp;
  • Urban Youth for Teens;
  • Literacy programs;
  • Substance abuse counseling and referrals to medical treatment;
  • Food and clothing distribution;
  • Case management; and
  • Seasonal projects such as Thanksgiving and Christmas food baskets and the Christmas Angel Tree project.
As the organization evolved, it became apparent that housing was also a critical need in the target area. In 1992, ORC added a housing component to its existing services to include permanent supportive and transitional housing, multi and single-family housing, acquisition, and property management.

With the need for affordable housing and community development opportunities available in our target area, we see a bright future for ORC and its partnerships with state and local government and industry stakeholders.
