In 1992, ORC added a housing component to its existing services to include permanent supportive, transitional housing, multi and single-family housing, land acquisition, and property management. Operation Relief Center, d.b.a., Operation Relief Community Development Corporation (ORCDC) is a certified Community Housing Development Organization (CHDO) and has been addressing the lack of affordable housing through renovations, clean-ups, reconstruction and development. ORCDC is making a major difference in Dallas by addressing the needs of the homeless, elderly, and very-low and low-income individuals and families.
HOUSING DEVELOPMENT ACCOMPLISHMENTS

Edgewood Place – Rehabilitated an apartment complex that served as transitional housing for homeless individuals or near homeless individuals and families.

Normandy Place – Rehabilitated an 18 unit multifamily apartment complex for low income individuals and families.

The Point Apartments – Rehabilitated a 10 unit apartment complex exclusively for veterans with disabilities (includes homeless veterans).

Edgewood Manor – Constructed a 30 unit apartment complex providing quality homes for seniors.
Pegasus Villas – Rehabilitated a high-rise complex making available 156 homes for seniors.
CURRENT HOUSING DEVELOPMENT PROJECT
ORCDC demolished the existing structure in order to rescue the property from drug dealers and build a new 10 unit development for disabled veterans – Park Place Apartments. The average unit size will be approximately 515 square feet. The proposed new development will contain one bedroom units, with a gross living area of approximately 520 square feet.
PLANNED HOUSING DEVELOPMENT

During the next three years, ORCDC will be among the top tier of non-profit housing developers in providing safe, decent, affordable housing for seniors, disabled veterans, the homeless, and low-income individuals and families throughout Dallas County.

ORCDC’s planned housing development projects for the homeless and low income individuals and families are:

  • Construct a 10-unit apartment complex for homeless disabled veterans.
  • Develop 3 quadraplex units for low income families.
  • Purchase vacant lots and abandoned properties and create affordable housing for low-income individuals and families.
  • Obtain land and/or property to develop permanent supportive housing for homeless individuals.
